New Patient Consultation
A full 40-minute visit with Dr. Hay: complete history, review of prior records, physical exam, and a written care plan you take home.
Dr. Matthew J. Hay, MD opened his Texas City practice on a simple premise: that good medicine happens when a physician is given time to listen. Appointments here run forty minutes, not twelve. Questions are encouraged. The chart is read in the room with you, not after you leave.
Board-certified in internal medicine, Dr. Hay trained in Galveston and has cared for adults across the Gulf Coast for more than a decade. The focus is primary care for grown-ups — preventive visits, complex chronic disease, and the kind of diagnostic puzzle that doesn’t resolve in a single visit.
The clinic is intentionally small. One physician. Two medical assistants. A front desk that picks up the phone. No patient is rushed out the door so the schedule can catch up, and no one is handed a bill they weren’t told about up front.
Most insurance is accepted, but a transparent cash price is published for every service so patients without coverage — or with high deductibles — know exactly what they’re paying before the visit begins.
Cash prices below apply to patients paying at the time of service. Most major insurance is also accepted — the front desk will verify your benefits before your appointment so you know your share in advance.

20-minute return visit for ongoing care — chronic disease management, medication adjustments, and reviewing lab results in person.
Comprehensive preventive visit: full physical, age-appropriate screenings, vaccinations review, and a 12-month health roadmap.
In-house blood draw — glucose, kidney function, liver enzymes, and electrolytes. Results reviewed with you the same week.
Full cholesterol fractionation plus TSH and free T4 — the workup most adults actually need each year, drawn and read on-site.
12-lead electrocardiogram with same-visit interpretation, plus blood pressure profile and risk assessment for adults over 40.
Ongoing care for hypertension, type 2 diabetes, asthma, and thyroid disease — quarterly visits with between-visit message access.
New-patient appointments are scheduled for a full forty minutes — long enough to actually hear the story, not just the chief complaint.
Every service has a cash price listed on the website and in the waiting room. No patient learns what they owe after the fact.
You see Dr. Hay at every visit. The same physician who knows your history reads your labs, returns your messages, and adjusts your care.
Established patients get a secure messaging line for non-urgent questions. Most replies come back the same business day.
Blood work and electrocardiograms are drawn and read on-site. Most results are back to you within forty-eight hours, reviewed in person.
We accept most major plans — and we also see patients who pay cash. Either way, the price is the same and it’s never a mystery.
The practice is internal medicine, age sixteen and up. That focus lets us go deep on adult chronic disease instead of treating everyone.
Most new patients are seen within four business days of calling. Sick visits for established patients are worked in the same morning.
The clinic sits just off Palmer Highway, a short drive from the Texas City Dike, the college, and the refineries. Parking is free in front of the building, and the entrance is wheelchair-accessible.
The clinic is on the ground floor of the professional building just off Palmer Highway. Look for the aubergine awning — the entrance is on the south side, facing the lot.
Hours: Mon–Thu 8:30–5:00, Fri 8:30–1:00, closed weekends. Same-day sick visits reserved each morning for established patients.
